Rééquilibrer le discours sur l’Afrique
Le Rapport 2012 sur les progrès en Afrique, « Emplois, Justice, Équité : Les opportunités à saisir en période de bouleversements économiques, politiques et sociaux », propose un nouveau récit sur l’Afrique qui réalise un équilibre entre l’extrême pessimisme qui entourait l’Afrique il y a une décennie et la vague actuelle d’optimisme aveugle.
Lors du lancement du rapport la semaine dernière au Forum économique mondial à Addis-Abeba, le Président de l’Africa Progress Panel, Kofi Annan, a reconnu les deux côtés du bilan au moment de présenter le nouveau rapport. Monsieur Annan a noté que l’Afrique réalise des progrès remarquables concernant la croissance, le développement humain et la démocratie. L’innovation, la créativité et l’énergie soufflent sur le continent, a-t-il ajouté. Cependant, Monsieur Annan a également souligné que « nous ne pouvons pas parler de croissance quand des millions de personnes sont laissées pour compte. Nous avons besoin de l’égalité des chances pour tous au sein de nos populations ».
Parmi les membres du Panel lançant le rapport avec Kofi Annan il y avait Peter Eigen, Bob Geldof, Olusegun Obasanjo et Tidjane Thiam.
L’appel en faveur des Emplois, de la Justice et de l’Équité dans le rapport de 2012 a reçu un large écho parmi les dirigeants, les institutions et le secteur privé africains. « Nous ne devrions pas confondre la croissance économique avec la transformation économique », a prévenu le Président de la Banque africaine de développement, Donald Kaberuka, lors de la session plénière d’ouverture du Forum économique mondial à Addis-Abeba, le 10 mai 2012.
Parmi les personnes ayant participé à l’événement du lancement, on trouvait : Monsieur Jean Ping, Président de la Commission de l’Union africaine, Monsieur Abdoulaye Janneh, Secrétaire exécutif sortant de la Commission économique pour l’Afrique, Madame Ngozi Okonjo-Iweala, Ministre chargée de la coordination pour l’économie du Nigeria, Monsieur Strive Masiyiwa d’Econet Wireless et Monsieur Aliko Dangote du Nigeria, un entrepreneur de premier plan.
L’intérêt considérable pour le Rapport 2012 sur les progrès en Afrique de la part des décideurs politiques africains, des partenaires internationaux du développement et des médias du monde ne devrait pas surprendre, étant donné le caractère opportun et la pertinence des thèmes du rapport, notamment l’appel en faveur d’une attention accrue portée sur la croissance équitable, l’agriculture des petits exploitants et le besoin de réduire l’accaparement des terres à travers le continent, ainsi que sur la nécessité d’atteindre les cibles des OMD et d’établir des objectifs d’équités pour les OMD et, enfin, d’améliorer le leadership et la gouvernance dans les secteurs public et privé globalement.
L’appel du Rapport 2012 visant à mettre les petits exploitants agricoles et la productivité agricole au centre de la sécurité alimentaire nationale et de la nutrition a été souligné par le premier rapport du PNUD sur le Développement Humain en Afrique, intitulé “Vers une Sécurité Alimentaire Durable”, et dévoilé trois jours après le lancement du Rapport sur les progrès en Afrique. Depuis, le G8 a annoncé de nouveaux engagements en faveur d’investissements agricoles durables en Afrique à travers l’initiative intitulée Nouvelle Alliance pour la Sécurité Alimentaire et la Nutrition. L’initiative inclut les engagements précédents faits lors de la déclaration d’Aquila. Cependant, il reste à voir comment des ressources additionnelles seront mobilisées et l’APP appelle à une plus grande transparence concernant ces engagements. L’APP suivra ce processus à travers un dialogue global continu sur les thèmes soulevés dans le Rapport 2012.
Le message-clé du rapport, à savoir que les inégalités éthiquement indéfendables et économiquement non soutenables ralentissent les progrès du développement de l’Afrique et créent une déstabilisation politique, ont eu un large écho dans les médias, notamment dans le Guardian, le Wall Street Journal, le Financial Times, This is Africa, le Mail and Guardian et l’Oxfam Blog ‘From Poverty to Power’, parmi d’autres.

Africa Progress Report 2012
- The Africa Progress Report launched in Addis Ababa on 11 May by Kofi Annan, Olusegun Obasanjo, Tidjane Thiam, Peter Eigen and Bob Geldof provides an overview of the progress Africa has made over the past year, and recommends a series of policy choices and actions for African policy makers as well as vested international partners and civil society organizations. The report focuses on three critical ingredients necessary to ensure sustained and inclusive growth on the continent – jobs, justice and equity. Selected policy actions from the APR
- African governments should develop action plans for a “big push” towards the 2015 MDG targets, including goals for narrowing social disparities linked to wealth, gender, rural/urban divides and in other areas such as child survival, nutrition, maternal health, water and sanitation, and education. They should develop economic growth policies that reduce poverty by reducing income inequality.
- Smallholder farmers and agriculture productivity should be put at the centre of national food security and nutrition strategies, with a focus on women farmers.
- Develop equitable education strategies that expand early childhood care and education by 2015.
- African regional institutions should take the lead in consolidating democracy and promoting good governance. Strengthen transparency and accountability in politics and economic management, as well as promote Africa’s global position and voice.
- Make employment creation an explicit objective of economic policy: provide a supportive environment for the four major sources of employment.
- All development partners should implement their promises to Africa and support a “big push” to maximize achievement of the MDGs.
